If your boss is always too busy or never around, seemingly annoyed or aggravated by your requests to meet- they are stone walling you! For whatever reason, your boss is not making open communication with his or her team a priority. For you and your career- that is a problem. While there may be legitimate reasons you cannot find a time on their schedule to meet- you are by no means annoying! You have the right to communicate with your supervisor and your supervisor has a responsibility to communicate with you on a regular basis about your performance. If your boss is not making the time for conversations and feedback about your performance, how are you able to measure your performance? 

Unfortunately, this situation is common and most people feel very intimidated to ask their boss for a meeting when it has become routine to nothave meetings.
